Drawing on his experience, Melinkovich outlined the state’s statutory framework, the evolution of concealed carry from permit requirements to constitutional carry, and 2025 changes distinguishing where permit holders may carry. He also addressed practical differences between concealed and open carry, school and athletic venue rules following the Wyoming Repeal Gun Free Zones Act, and the limited authority of local governments in this space.

The conversation then turned to Title 25 involuntary commitment procedures and how adjudications interact with firearm possession rules, contrasting Wyoming’s concealed-carry restrictions with federal law and the Gun-Free School Zones Act. Melinkovich highlighted rights-restoration pathways, Wyoming’s limits on “red flag” style measures, and on-the-ground considerations such as law-enforcement practices and state hospital capacity. The session emphasized the need to balance public safety, due process, and constitutional protections.
